DEADLINE FOR THE SUBMISSION OF PROPOSALS: MARCH 31, 2019

Underneath the Executive Programme of Cooperation in the fields of Science and Technology for the years 2015-17, the Ministry of Scientific Research (MoSR), of the Arab Republic of Egypt and the Department of Science and Technology (DST), Ministry of Science and Technology, India, invite Indian and Egyptian universities, Research Centres and Institutes to submit joint proposals for scientific and technological research and development projects.

PROCEDURES FOR THE SUBMISSION OF PROJECT PROPOSALS FOR THE EXCHANGE OF RESEARCHERS

1. PURPOSES

Submis

sion of joint research projects by researchers of both Countries is asked, with the purpose of encouraging technological and scientific co-operation between Egypt and India. Each researcher can submit 1 project only. Funding will be granted solely for the exchange of researchers holding Egyptian nationality as well as Indian nationality.

The lead applicants ought to be scientists/ faculty members working in regular capacity in universities, academic institutes and national research and development labs / institutes.

2. PRIORITY RESEARCH AREAS

Projects can be submitted in the following priority research area

  • Information & Communication Technology;
  • Nano-Technology for biomedical Sciences (particularly drug delivery and tissue engineering) and Energy applications (especially fuel cells, CSP and self-cleaning PV;
  • Biotechnology;

3. PRESENTATION OF PROJECTS

The identical project in the prescribed format has to be submitted by the Indian and Egyptian co-ordinators to their respective administrations at the addresses given below (see section 6). Projects submitted to just one of the two Parties won’t be considered.

The project proposals, covering a period of 2 years, has to be drafted in English, signed by the two project coordinators, and head of the institutions. Both Egyptian Co-ordinators and their Co-partner ought to be connected to the exact same Institution.

4. PROJECT EVALUATION AND SELECTION AT THE NATIONAL AND BILATERAL LEVEL

The projects will be initially evaluated at the national level. Subsequently, a joint assessment will be carried out by representatives of both Parties so as to select the projects admitted for funding.

The projects will be assessed in accordance with the following jointly agreed criteria:

  1. Qualifications and expertise of research groups;
  2. The methodology, approach, strategy, structure, and documentation;
  3. Sufficiency of present and proposed research infrastructure;
  4. The level of originality and innovation;
  5. Social and developmental additional value for Egypt and India;
  6. Purpose of cooperation among the research teams;
  7. Exploitation of results;
  8. Dissemination of results. Preference will be given to projects that involve industrial counterparts and/or that benefit from third parties’ financing (such as private and public research institutes and organizations).

5. FINANCING OF PROJECTS

  • The sending Party will provide international fare up to the international airport of host country closest to the host institute, airport taxes, related visa fee and premium of international medical insurance for the duration of the visit.
  • The hosting Party will arrange local transport for picking/dropping from/to the airport to its visiting scientists.
  • The hosting Party will also provide furnished accommodation for the visiting scientists at a Guest House / Hotel with decent amenities.
  • The Egyptian scientists visiting India shall be compensated by the Egyptian Side) a per diem amount of Rs. 2500/per day towards food, and Out-of-pocket expenses.
  • The Indian scientists visiting Egypt shall be compensated by the Indian Side) per diem towards food, and Out-of-pocket expenses.
  • Minor support for research-related expenses such as contingency, consumables may also be offered.

6. SUBMISSION OF JOINT PROJECTS

The Indian and Egyptian co-ordinators have to submit their proposals to the entities responsible for the implementation of this Executive Programme of Scientific and Technological Co-operation from Both Nations. Projects which have yet to be submitted in both Countries in accordance with the above-mentioned processes won’t be considered.

Procedures applicable to Egyptian researchers.

The Egyptian co-ordinator should submit the research project proposal by completing the enclosed form and forwarding it no later than March 31, 2019, in 3 copies and CD including a cover letter from his institute, by hand or by post, with the words” Egypt-India Scientific cooperation 2015-2017” clearly written on the envelope to the following address:

Procedures applicable to Indian researchers:

Interested applicants need to:

  • Submit their proposals on the format available at www.onlinedst.gov.in by 5:30 pm on March 31, 2019. After registration, they ought to move to the format and scheme section in which details about this call would be available in the International Cooperation (bilateral). An email acknowledging receipt of this application will be provided to the applicant in 3-5 working days.
  • Applicants are also requested to submit one hard copy to DST from April 10, 2019, on the address given below.
  • Applicants should Make Sure That their applications with identical titles have been submitted by their Egyptian partners by the due date.
  • Only software endorsed by the competent authority will be accepted.

Note: Indian PIs needs to be scientists/ faculty members working in regular capacity in universities, academic institutes and national research and development labs/institutes. The Indian PI shouldn’t be retiring or leaving the parent institute during the proposed duration of this project. The Indian scientist involved in any way implementation of two or more projects supported by DST (International Group) and aren’t expected to be finished by March 31, 2018 aren’t eligible to become a member of Research team/PI.

7. INTELLECTUAL PROPERTY RIGHTS (IPR)

Specific terms regarding IPR for example patents, know-how and copyrights, shall be determined in separate agreements or protocols between the co-operating partners or principal inventors concerned.
