Container-based Mobile Hospitals In India: Health minister

India is all set to develop container-based mobile hospitals – first, in Asia, that can be shifted by rail or air to address a health emergency, said Mansukh Mandaviya, Minister of Health & Family Welfare.

The provision will be part of the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PMABHIM), which PM Narendra Modi inaugurated on 25th October 2021.

Health Minister stated that the two container-based hospitals with extensive medical facilities would be kept available at all times, which can be quickly mobilized to counter any catastrophe or disaster in the country.

He stated that it is a saturation approach, with the block, district, state, and national levels all smoothly joined for economic and superior healthcare. With a budget of 64,180 crores, the PMABHIM declared in the Budget 2021-22 is supposed to be the biggest pan-India health infrastructure project. It intends to give a boost India’s capacity to address arising public health concerns.

This scheme will usher in a paradigm shift and empower India’s healthcare infrastructure. The umbrella pan-India Ayushman Bharat will present primary, secondary, tertiary, digital, and flexible healthcare systems that will set up the nation to handle future pandemics.

These initiatives

will provide affordable, high-quality, and readily available healthcare to everyone. According to Mandaviya, they will also offer people universal access to necessary diagnostic and treatment services and bring care closer to rural and urban areas. According to the government, 150,000 Ayushman Bharat Health and Wellness Centres will be established to provide better primary healthcare facilities, with approximately 79,000 already operational. Furthermore, work has begun to ensure that at least 1 medical college is available in each district, where the government has already sanctioned 157 medical colleges.

Mandaviya stated that this would also result in skilled frontline health workers capable of responding to any public health crisis. The decision to extend the AIIMS network from 7 to 22 hospitals is for safe, comprehensive, economic, and accessible healthcare for everyone.

Mandaviya commented on India’s approach of using the crisis as an opportunity that COVID-19 had given us a chance to expand healthcare facilities, including labs, hospitals, and diagnostic centers at all levels of healthcare.

Mandaviya highlighted some of the principal features of the PMABHIM, including the fact that 134 various tests will be performed at no cost at the district level, which will save money and decrease avoidable trouble for poor people.

According to the government, this program intends to provide strong results in Public Health, propelling India to the forefront of the world in terms of managing public health outbreaks.

The components like establishing the National Platform for One Health, Division for Research on Disease Elimination Sciences & Health as a satellite center of national Aids research institute, and Regional National Institute of Virology, strengthening existing national research institutions, NCDC and existing lab infrastructure, and upgrading labs and creating more BSL-3 facilities under ICMR and the NCDC, will increase India’s potential in detecting and diagnosing new infections.

He further stated that the proposed interventions would also result in the availability of suitably trained workers to offer diagnosis and research on novel pathogens and biological threats, decreasing reliance on foreign partners and labs. By developing Critical Care Hospital Blocks in 602 districts, as proposed under the project, those districts will become self-sufficient in offering extensive treatment for infectious diseases without disrupting other fundamental health services and will also increase critical care capacities in public health centers.

Initiatives like strengthening entry points will help protect our borders from the introduction of new infectious diseases and pathogens. During such times, Health Emergency Operation Centres and container-based mobile hospitals will be expanded to provide more efficient emergency response.

The establishment of national-, regional-, state-, district-, and block-level labs integrated into a chain for monitoring functions, supported by a strong IT-based reporting mechanism via the Integrated Health Information Platform, will result in self-reliance in detecting, preventing, containing diseases.
