PhD will now be mandatory from 2023
The University Grants Commission (UGC) has postponed the requirement of a Doctor of Philosophy (Ph.D.) degree for the recruitment of Assistant Professors until July 2023.
That is, for the time being, applicants who do not have a Ph.D. are also eligible for the positions of Asst. Professor.
Under the new rules, a Ph.D. degree is not required until 2023, while recruitment of eligible candidates will continue based on the UGC’s National Eligibility Test Score.
An official letter from the commission stated that with effect from July 1, 2023, the Ph.D. shall be a compulsory qualification for direct enrollment to the position of Assistant Professor in the Universities’ Departments. This eligibility criterion has been made as per, an amendment made by UGC (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education), Regulation, 2018 concerning clause 3.10.
Moreover, the commission made this decision as a result of the COVID-19 pandemic, which halted the research work of Ph.D. candidates for one and a half years.
Students who were unable to complete their PhDs due to the ongoing COVID-19 pandemic, earlier this
year petitioned the central government to ease their eligibility criteria for this year.In 2018, the UGC established the standards for entry-level enrollment at colleges and universities. At that time, candidates were given a 3-year time to finish their PhDs. The University Grant Commission also ordered all universities and colleges to implement the recruitment standards from the beginning of the 2021-22 academic year.
These new rules and measures will likely help in filling the vacant faculty posts in higher education institutions at a quicker pace than usual.
Under current norms, applicants who qualify for the Teacher Eligibility Test in SET, SLET, and NET are eligible to apply for the position of Asst. Professor. Candidates who have completed a Ph.D. program as per all UGC regulations will be exempt from the fundamental requirements of the minimum qualification standards.

Really happy to note that to improve the standard of education, the required minimum education is raised to PhD.
Though this is a good concept, students and educational institutions will find it difficult to go along with this regulations
Instead, the minimum requirement may be kept as post graduation. On recruitment and after three years they may be deputed to improve their faculty efficiency without freezing the salary benefits during deputation
It may be recalled here that in the earlier days, the qualification for police constable was physical fitness.
Later the qualification was raised to physical fitness and 7 th standard failed.
After some time, this is raised to 7 th standard pass and thereafter 10th standard fail.
Again raised to 10 th standard pass, thereafter it is raised to 12 th standard fail. Again, it is raised to 12 th standard pass. Now 12 th pass plus written examination, etc
Further, it may be recalled that lecturers, Assistant professors , professors were paid less salary without scope for time bound promotion , though their students who have passed in central services [ IAS, IPS, IFS Etc ] were getting more salary, with time bound promotions and other facilities.
This was raised through out the country. Govt, yielded to their grievances, appointed committee . Later brought some amendments. With this academician salary was increased, promotion avenues were created , faculty improvement programme incentives were introduced
Now, coming to the point of discussion it is seen that minimum qualifications prescribed for central services is any graduation including BA, BCom, Agriculture degree, yoga degree, nursing degree, music degree, horticulture degree, fishery degree, etc
It is easy to acquire these degrees when , compared to professional degrees like, BE, MTech, MBBS, MD, LLM , Phd etc.
Ever since UPSC is formed no change is made in the minimum required qualification. Value, ethics and standard of ordinary degree obtained about 60 to 80 yrs ago was high . The present day degrees can not be compared to that
Persons with professional degrees are more talented, dedicated in general. There is need to provide some sort of incentive, reservations for professional degrees in civil services and allied examinations
It is not known why UPSC is exempted from enhancing the required minimum qualifications
A thought has to be given by all the professional degree holders, academicians, political leaders and other organizations. If need be opinions be taken on logic and natural principles
When educational qualification is raised to PhD level, proportionatly, salary has to be increased

IT is a good decision .But government should also take out vaccancy.The requirements are high but vaccancy is very less
I request government to take out vaccancy in medical colleges with background of medical microbiology, biotechnology etc as scientist or else as permanent post
Since the PhDs non medical are working like anything in medical colleges .On there efforts the private medical colleges had revolutionized there performance level like in COVID 19 there person level in rt pcr set up etc but the credit and incentives all earned by permanent medicos who had actually very nominal role .
