Indo-Spanish Joint Programme (ISIP) – Official Notification

The official announcement for ISIP Indo-Spanish Joint Programme for Technological Co-operation in Biotechnology has been released. Indian nationals who are either Academic/Research Partners, Industry Partners or Research Foundations are eligible to apply for this call. Check out all details below:

A Joint Programme for Co-operation signed from the Department of Biotechnology of India (DBT) and the Centre for the Development of Industrial Technology (CDTI E.P.E.) on November 22nd, 2011. The aim of this combined Indo-Spanish programme is to promote and finance market-driven research and technology development. The programme also promotes dynamic partnerships and business-Ied R&D&I collaborative endeavors within the area of biotechnology. The DBT and CDTI E.P.E. have consented to launch the 5 th joint IndiaSpain Call for Technological Cooperation in Biotechnology, aiming to proposals in the Area of Food Biotechnology and Agri Biotech. The call intends to commence demanding joint projects of a large global standard between Spanish and Indian associations.

Guidelines:

The Department of Biotechnology, Ministry of Science and Technology, Government of India and the Centre for the Development of Industrial Technology (CDTI-E.P.E.), Ministry of Science, Innovation and Universities, Government of Spain, will be the nodal implementing

agencies in the Indian and Spanish side, respectively.

The Department of Biotechnology (DBT) entrusted upon promotion of research, innovation and development within the field of biotechnology. DBT supports and funds most of Indian universities, research organisations, non-governmental organisations and industry working in the region of biotechnology.

The Centre for the Development of Industrial Technology (CDTI-E.P.E.) is a Public Entity under the Ministry of Science, Innovation and Universities, Government of Spain, which boosts the technological advancement and innovation of Spanish Companies.

Thematic Areas:

This Call for proposals invites R&D projects in these disciplines:

1. Food Biotechnology with subsequent thematic areas:

A. Future probiotics: Towards sustainable & efficient nutrient partitioning.
B. Enzyme(s) driven plans for improved performance of meals.
C. Enzyme(s) driven approaches for food production and processing.
D. Precision nutrition: Bio-fortification of vitamins and micronutrients || Infant developmental demands.
E. Translating omic-technologies towards sustainable & enhanced food functionalities & improved food or by-products productivity.
F. Biotechnology-based micro or nanoscale biosensors: Assuring safety of agrifood products || Dairy goods || Poultry products.
G. Biotechnology-based efficient, low-cost, scalable and sustainable, vegetables and horticulture storage and conservation systems.

2. Agri Biotech, research that directly impacts on crop resilience, helps combat disease and increases return – profiting both agriculture and the environment:

a. Precision agriculture.
b. Crop yield | resilience | quality.

(Notice: Crop research, drives through genetic manipulation has been excluded in the scope of this call)

Types of Proposals:

Industry-driven and market-oriented R&D jobs, joint technological co-operation jobs between investigators from academic/research associations and/or industries in India and industries in Spain consisting in the development or significant development of new products, services or processes will be contemplated.

Duration of projects: from 2 years to 3 years.

Who Can Apply?

Minimum eligibility standards: at least one qualified partner from India and a single qualified partner from Spain (1 company from Spain + one entity from India).

Eligible Spanish Applicants:

Applicants in the industry are companies or Economic Interest Groupings (EIG) or consortia composed of at least two independent companies. Eligible companies will be operating and registered in Spain and holding a legitimate Spanish company tax code (CIF). No minimal Spanish capital percentage ownership is needed. Spanish subsidiaries of companies headquartered out of Spain might also be eligible for support.

According to CDTI-E.P.E.’s internal legislation, the Spanish consortia ought to be headed by a Spanish Company. Collaboration with other entities like research centres, technological centres, universities, hospitals and other R&D-performing organisations is allowed under CDTI-E.P.E.’s regulations, as subcontractors of the Spanish companies within the consortia.

Eligible Indian Applicants:

The call is available to all career groups (i.e. early, intermediate and senior); nonetheless, we anticipate that investigators will have sufficient service tenure to adapt key research, coordination and outreach responsibilities.

The Indian side of this consortium can either be directed by a company or a research institution.

A) Industry (such as SME/LLP/Startup) partners:

  • Indian Industry may be a partner in the consortium and therefore are eligible for funding subject to fulfilment of DBT’s administrative and fiscal standards (see Annex 2).
  • Should be an Indian Company filed under the Companies Act, wherein 51 percent (or more) of this ownership/shareholding/partnerships will likely be held by resident Indian citizen(s).
  • Submission of certificate of incorporation issued under Companies Act; Shareholding/ subscriber Particulars; certification of DSIR in house R&D recognition and registration at Government of India’s Public Finance Management System (PFMS) – https://pfms.nic.in will be required.

B) Academic/Research Partners:

  • Government of India recognised or supported (Private or Public ) academia; research organisations and urban or other regional bodies.
  • Public or private universities and research organisations have to have a well established research support system, for basic or applied research.
  • Submission of evidence of establishment under Indian statue; recognition records and registration at Government of India’s Public Finance Management System (PFMS) – https://pfms.nic.in will be required.

C) Not-for-profit, NGO(s)/ VO(s)/ Trust(s)/ Research Foundations:

  • Government of India recognised non-profit, NGO(s)/ VO(s)/ Trust(s)/ Research foundations, using research among the critical mandates.
  • The Indian private R&D performing institutions and Not-for-profit, NGO(s)/ VO(s)/ Trust(s)/ Research foundations ought to have experience of a minimum of three years in scientific research, teaching, extension and training activities.
  • Evidence of enrollment at’NGO DARPAN’ of NITI Aayog (http://ngodarpan.gov.in/); Certification of registration under Society Registration Act; certification of DSIR in house R&D recognition and enrollment at Government of India’s Public Finance Management System (PFMS) (https://pfms.nic.in) will be required.

How to Apply?

Joint R&D&I suggestions must be submitted to both of the nodal agencies, DBT and CDTI-E.P.E., by 1 st October 2018. (INDIA — 20:30 IST / SPAIN 17:00 CET)

Unilaterally submitted proposals shall not be considered further.

Spanish and Indian co-applicants have to elaborate one project proposal application (See Annex 1 — Bilateral Co-operation Form). The Bilateral Co-operation Form should highlight how the planned collaboration adds value, chief technology highlights and inventions, complementarities and overlapping actions to be developed from the parties involved in the collaborative work being completed on every side, their experience, etc..

Please be aware that this Bilateral Co-operation Form has to be sealed and signed by all coapplicants in the conclusion of the document, especially indicating designation and name of the authorized signatory from the organisation. Any other pertinent information not explicitly cited on the form and that the candidates believe applicable may be included as Annexes.

Along with this Bilateral Co-operation form, co-applicants must submit the following Documents as applicable appendices:

A) Indian applicants will need to submit financial & administrative requirements according to DBT format (See Annex 2).

B) Consortium Agreement in English where the co-applicants should concur Upon the possession, access rights and exploitation of intellectual property created Through the co-operation, to be submitted to DBT and CDTI-E.P.E. No prescribed Format is provided within this joint call. The Consortium Agreement Has to Be sealed And signed by all co-applicants.

C) Any additional specific documents demanded from DBT and CDTI-E.P.E., according to Their various guidelines and internal principles.

Indian applicants should submit complete proposal (bilateral co-operation form + Fiscal & administrative requirements + consortium arrangement + added supporting Documents, if any) into DBT (see indicated email ) as single consolidated PDF document by Monday, 1st October 2018 (20:30 IST) to [email protected].

In Addition, a duly signed (by Lead Investigator) & forwarded (by Utmost Authority of the  Organization) brief covering letter presenting the application shall be submitted together with Full proposal (with great quality prints on both sides of this page) (1 original + 1 photocopy) at The latest by Wednesday, 10th October 2018 into the following DBT’s contact point:
