Biotechnology Industry Research Assistance Council (BIRAC) is a not-for-profit Section 8, Schedule B, Public Sector Enterprise, under Department of Biotechnology (DBT), Government of India as an Interface Agency to strengthen and empower the emerging Biotech enterprise to undertake strategic research and innovation, addressing nationally relevant product development needs.

Position: Program Officer-Technical

Position Code: PO-06

Consolidated Remuneration: The consolidated fee shall be fixed between Rs.60,000 to Rs.210,000/- per month depending on the experience and qualifications.

Position – Summary & Responsibilities: The Program Officer will serve in the Program Management Unit chartered under the DBT, BIRAC and Bill & Melinda Gates Foundation partnership in Grand Challenges India.

Reporting to Sr. Manager/ Manager, the Program Officer will have the opportunity to interact and work with thought leaders and leading scientists both in India and internationally; contribute strategic thinking and forward-looking analysis in relevant areas; communicate progress and setbacks against strategic goals; and importantly create and manage grants/contracts as part of a team.

Responsibilities of the position include:

  • To shape and execute scientific grants and research contracts leading to social innovations under public health for the underserved populations in India and more generally in service of the developing world.
  • Coordination and timely execution of technical and financial management of all aspects of ongoing and new Grand Challenges Programs and projects in the themes within public health.
  • Manage substantial portfolio of complex grants requiring high-level grant management skills, including applying and evaluating milestone-based performance objectives;
  • Project appraisal and technical due diligence. Make detailed technical reports, analyze data and interpret results. Technical monitoring and grant management of assigned projects /scheme
  • Synthesize and document results from grants and contracts including preparing briefings and portfolio reviews to leadership;
  • In addition to technical and operational expertise, the Program Officer must also bring passion, humility, and critical thinking to the unique problems and the questions relevant to GCI’s mission.
  • Experience in project monitoring and evaluation, including the development of conceptual frameworks, management of monitoring systems, implementation and – supervision of evaluations and reporting of evaluation findings.
  • Experience in the execution, conduct and/or management of performance-based grants, contracts or cooperative agreements.
  • Experience working with the community and with governmental and non -governmental organizations.
  • Strong analytical, writing, editing, and verbal skills for communicating with a diverse range of partners.
  • Ability to credibly convene and manage diverse partners, filter information, frame issues, and facilitate high-quality decision – making around multiple priorities in a dynamic environment.
  • Committed to delivering results against the mission and holds themself to the highest ethical standards.
  • Demonstrated critical thinking and business judgment; able to work with efficiency & diplomacy, and able to handle sensitive and confidential information appropriately.

Essential Qualifications: BTech / M.Sc. in Life Sciences/ Biotechnology / Pharma/ Agri/ Plant Science/ Microbiology/ Biochemistry/ Environmental Sciences/ Nutrition/ Public Health/MBBS.

Desirable Qualification:

PhD in Life Sciences/ Biotechnology / Pharma/ Agri/ Plant Science/ Microbiology/ Biochemistry/ Environmental Sciences/ Nutrition/ Public Health/ Post-graduation in medical sciences will also be considered.

Experience: Minimum 2 years of experience in academic, industry or similar position.

Position: Sr. Program Manager [Technical]

Position Code: PM-06

Age Limit: Maximum 40 years

Consolidated Remuneration: The consolidated fee shall be fixed between Rs.1,10,000/- to Rs.3,00,000/-per month depending on the experience and qualifications.

Summary & Responsibilities: The Senior Manager (SM) will serve in the Program Management Unit (PMU) for the Grand Challenges India (GCI) at BIRAC. Reporting to the Mission Director, PMU the Senior Manager will get the opportunity to design, and execute the program of the partnership. The position is facilitatory in nature and will work to ensure that the fellowship program as a whole and grant applications are reviewed, processed, and awarded at par with international standards.

Key Responsibilities of the position include but are not limited to:

  • Will be responsible for the design, execution and implementation of Fellowship programs of the partnership.
  • Will be responsible for the grant management of the Fellowships, both technically and financially.
  • Responsible for the review, and monitoring of the progress of Fellowships/projects and procedural aspects of grant management
  • Grants management and execution for other programs and projects of the partnership, as required.
  • Work as the key point of contact between GCI and the partner organisations, and ensure that all requirements of programme implementation are carried out in an effective manner, ensuring the highest level of timeliness and quality;
  • Connect with stakeholders and professionals and work in a business environment with close links to scientific research
  • Synthesize and document results from grants and contracts including preparing briefings and portfolio reviews to leadership;
  • Support and develop innovative strategies in collaboration with partner organisations to strengthen data collection, monitoring, evaluation, analysis, use, and reporting;
  • In addition to scientific expertise, the Senior Manager must also bring passion, humility, and critical thinking to the unique problems and the questions relevant to BIRAC’s mission.
  • Meeting approvals for submission of grant proposals.

Essential Qualifications: Ph.D./MD in Life Sciences/Biotechnology/ Pharma/ Public Health/ Nutrition /Biological Sciences/ Microbiology/ Biochemistry from a recognized institute.

Essential areas of experience and duration: Minimum 3 years of experience in a Senior position in an organization/funding agency and have experience in similar positions or translational and product development activities or related areas of research in an industry or academic research institute.

Desirable Qualification: Experience in working with funding agencies will be preferred.

Experience: Minimum 10 years of work experience in academia/ industry/ NGO/  Government setting.

Job Description: The Senior Program Officer will serve in the Program Management Unit (PMU) for the Grand Challenges India (GCI) at BIRAC. Reporting to the Mission Director, PMU the Senior Program Officer will get an opportunity to design and execute the programmes under the purview of Grand Challenges India (GCI) focussing on Public Health, Maternal Child Health, Nutrition, Infectious Diseases, Medical Technologies and other related priorities of national interest.

Key Responsibilities:

Responsibilities of the position include but are not limited to:

  • Will be responsible for execution and implementation of the GCI & related programs which includes monitoring the progress of the projects both technically and financially, working closely with the Scientific and Technical Advisory groups for project review and supervising grant management activities.
  • To shape and execute scientific grants and research contracts leading to social innovations in health-related areas, Maternal Child Health, Nutrition, Infectious diseases, Medical Technologies etc;
  • Provide clinical inputs on programs related to maternal/child health, immunization, nutrition, medical technologies, and coordination and technical management of all aspects of an ongoing Grand Challenges Program;
  • Manage specific investments, and will also be an important liaison to DBT and BMGF on a substantial portfolio of complex grants requiring high-level grant management skills, including applying and evaluating milestone-based performance objectives;
  • Responsible for timely execution of programmes and financial management of grants;
  • Serve as a partner and resource person to grantees to facilitate the accomplishment of strategic objectives;
  • Synthesize and document results from grants and contracts including preparing briefings and portfolio reviews to leadership;
  • Prepare detailed analytical reports on the project-related subjects, and interact with experts for project review ;
  • Represent BIRAC, and the DBT -Gates Foundation partnership to the external world related to Grand Challenges India initiatives;
  • In addition to scientific expertise, the Senior Program Officer must also bring passion, humility, and critical thinking for the unique problems and the questions relevant to BIRAC’s mission;
  • Ensure timely execution of all activities;
  • To work and communicate with grantees and key stakeholders

Essential Qualifications: Master’s degree in Food and Nutrition/ Public Health/ Life Sciences/ Microbiology/ Biochemistry/ Biotechnology.

Desirable Qualification: Ph.D in Life Science/ Biotechnology/Pharma/ Agri/ plant Science/ M.Tech from a recognized institute.

Experience: Minimum 4 years of experience in the area of public health and nutrition in any government setting/ institute/ industry. Experience in working in a funding agency will be preferred.
