Guidelines & Programme Manual
Background:
The Department of Science & Technology and Biotechnology, Govt. of West Bengal (DSTBT, GoWB) are mandated to promote, inter alia, basic and translational research in the areas of Biological Sciences and Biotechnology. RISE (Research Internship in Biotechnology based Sciences and Engineering) is a two-month research internship programme, conducted by the DSTBT, GoWB through different Academic/Research Institutes, to encourage talented students currently pursuing M.Sc./M.Tech degree in any branch of life sciences, including bioinformatics.
Objectives:
- To encourage Post Graduate students in any branch of life sciences to pursue research as career option.
- To provide exposure to research methodology, including hands-on training to relevant instrumentation and software packages.
- To enhance the skill of the students to write scientific reports.
- To enhance their scientific skills for engagement in research institutions or industry.
Financial support:
RISE programme involves sanctioning a grant of up to Rs. 1.0 lakh per student, of which:
- Up to Rs. 75,000/- is the contingency grant, allotted to each supervisor (through institutional finance system/DDO) for purchasing consumables, chemicals and maintenance of the instruments used for the training programme. This contingency grant will be disbursed to the institutes as soon as the selected candidates join the lab and initiate the project.
- Fellowship amount for the 2 months training is Rs. 25,000/- per student, which will be deposited directly to the student’s bank account in 3 instalments. 1st instalment of Rs. 5,000/- will be disbursed after joining the host institute and submission of the Joining Letter (issued by the Supervisor and duly forwarded by the Head of the Institutes). 2nd instalment of Rs. 10,000/- will be disbursed after completion of 1 month training, after confirmation of attendance and performance of the students by the Supervisor (through email). The remaining Rs. 10,000/- will be disbursed after successful completion of the project and submission of the Project Completion Letter (issued by the Supervisors and forwarded by the Training Institutes) along with the Project Report.
Time Frame:
- RISE 2024-25 projects must be undertaken and completed by the students between 2nd April, 2025 and 30th September, 2025. Project Report along with the Project Completion Certificate must be submitted as per the timeline.
- Audited Utilisation Certificates for the contingency grants must be submitted by the Supervisors/Institute within one month of completion of the projects of all the students under his/her supervision.
Timeline of the Programme:
- Date of publication of Newspaper Advertisement: 29th January, 2025
- Starting date of Application: 30th January, 2025
- Final date of Application: 28th February, 2025
- Publication of Panel of students: 10th March, 2025
- Confirmation of participation by selected students: 20th March, 2025
- Joining tenure of the project: 2nd April, 2025 to 1st August, 2025
- Submission of Project Report by the student duly forwarded by the supervisor: Latest by 31st October, 2025
- Submission of UC and audited Statement of Expenditure by the respective Supervisor: Latest by 30th November, 2025
- Valedictory session and issue of Certificate: Will be announced later.
Guidelines, Instructions and Process Flow for the Students:
- Students pursuing postgraduate degrees in any branch of Life Science and Medical Science are eligible for RISE programme 2024-2025. Those who have already completed post-graduation are not eligible for this Programme.
- Students have to register first on the Vigyan Sathi Portal of the Department (DSTBT) and apply online for the Programme along with their top three choices for the ‘Area of Interest’ and the ‘Institute Name’ from the list (will be available on the Vigyan Sathi Portal).
- The Panel of students will be prepared on their Graduation marks percentage up to 3 decimals. Additionally, the ‘250 words Research Question’ will be evaluated only as and when required as per the administrative decision.
- First 45 students will be considered in the 1st phase to participate in the RISE Programme and the training allocation details will be notified accordingly. 2nd phase of allotment may be offered to the students from the Provisional Panel as per the intake capacity and/or availability of funds.
- Allocation of the supervisors to the students will be made as per their choices in ascending orders of the panel, until one supervisor reaches his/her maximum capacity of student intake, followed by the second or subsequent choices of the supervisors, based on the availability.

A list with the allotted ‘Area of Interest’ and the ‘Institute Name’ will be published on the website for the first 45 students in the 1st phase.
- Offer letters will be issued to the students in ascending order of the list, through email ([email protected]).
- The students must communicate to their respective supervisor either physically or virtually (email id and contact number of the supervisor will be intimated through email) and the participation to be confirmed as per the timeline mentioned above.
- After joining the lab, student will submit the Joining Letter to the DSTBT (to [email protected]), issued by the Supervisor and duly forwarded by the Head of the Institutes.
- After completion of the projects, students will submit a Project Completion Letter (issued by the Supervisors and forwarded by the Training Institutes) along with their Project Reports. Students will email the Project Completion Letter to [email protected].
- After completion of the RISE Programme 2024, an interactive technical and sensitization programme will be organized with the benefitted students, supervisors, and other institutional authorities.
- Feedback will be obtained from both students and supervisors through a simple Google Feedback Form with a prescribed questionnaire. All the feedbacks will be kept strictly confidential.
- RISE Certificates will be distributed in the event.
