In a move to clear any confusions stakeholders /universities have with regards to the definition of ‘Regular Mode’ in terms of Ph.D. an important circular was issued which effectively states the following:
“Ph.D. degrees which are pursued either full time or part time will be treated as degrees awarded through Regular Mode provided these are in conformity with the existing Statutes/Bylaws/Ordinances etc. of the degree awarding University. However, the Ph.D. acquired under distance mode is not permitted”
This circular came in to effect because of numerous queries that the UGC had been receiving with respect to the term ‘Regular Mode’ and what it entails exactly in the sphere of Ph.D.
The Commission had a meeting regarding the same in the last week of February and decided to bring about clarity to the matter with the statement released above.
Though most of the registered universities only offer a full time or part-time Ph.D. programmes, a few open universities do offer the degrees in a distance learning mode

University Grants Commission Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for
the Maintenance of Standards in Higher Education, 2O1O (4th Amendment) notified in the Gazette of India on 11tn Ju|y,2016, it has mentioned that the Ph.D. should be in Regular ModeUGC has been receiving queries from various stakeholders/universities seeking clarification with regard to definition of the word “Regular Mode”. The Commission at its meeting held on 22nd February,2017 considered the issue and decided that it may be read as under:
“Ph.D. degrees which are pursued either full time or part time will be treated as degrees awarded through Regular Mode provided these are in conformity with the existing Statutes/Byelaws/Ordinances etc. of the degree awarding University. However, the Ph.D. acquired under distance mode is not permmited”
