DBT Award of Biotechnology Overseas Associateship for the Scientists Working in North Eastern States of India

Programme for the year 2017-18

Applications are invited from Indian Nationals working in any of the North· Eastern States of India (Arunachal Pradesh, Assam, Manipur, Mizoram, Meghalaya, Nagaland, Tripura & Sikkim) for the award of Biotechnology Overseas Associateship (2017·2018) under the special programme for the North Eastern States for conducting research or training in overseas research laboratories in different areas of bio­technology such as:

Applicants should hold a PhD degree in the area of life sciences including biotechnology or MO in medicine/ M. Pharm/ M.V.Sc/ M.Tech with 3 years research experience. Applicants should hold regular/permanent positions in Government recognii.ed research and academic institutions/universities located in any of the North Eastern States working continuously for the last two years and should be actively engaged in biotechnology or related R&D work. Applications from persons working on temporary positions (e.g. Research fellows or associates etc.) will not be considered. Preference will be given to the candidates who are permanent residents of any of the northeastern states. For more details please visit:

Details of the award:

Two categories

of Associateships, namely Long-term and Short-term
Associateships are awarded.

I. Long-term associateship

  • Duration: one year (not extendable).
  • Entitlements: (a) Monthly Associateship amount @ USD 3000 or its equivalent in the country of study per month; (b) Preparatory allowance of Rs. 1,00,000/- (one time grant); (c) Cost of air passage in economy class by Air India for joining the overseas laboratory and back.
  • Age limit: not exceeding 45 years as on 31.03.2017

II. Short-term associateship

  • Duration: Three Months or Six Months (not extendable).
  • Entitlements: (a) Monthly Associateship amount @ USD 3000 or its equivalent in the country of study; (b) Preparatory allowance of Rs. 50,000/- (one time grant); (c) Cost of air passage in economy class by Air India for joining the overseas laboratory and back.
  • Age limit: not exceeding 55 years as on 31.03.2017

III. Other Benefits:

The Selected candidates may receive the payment of salary and continuance of
other service benefits by the institutions to which they belong. However, no liability
on any of this account will be borne by DBT.

IV. Service Bond:

Selected candidates shall be required to execute a Service Bond to serve in the
North-Eastern Region of India after their return for a period of one/two years
depending upon the duration/category of the Associateship awarded.

V. Last date for receiving applications:

Candidates should submit their applications through proper channel (only one hard copy) as per the format which is available in the above mentioned website to Dr. T. Madhan Mohan Adviser, Department of Biotechnology, Block-2, 7th Floor, CGO Complex, Lodi Road, New Delhi -110 003 by 31st March 2017. VI. Terms & conditions:

1. The individual availing the Biotechnology Overseas Associateship shall be called the ‘Associate’ hereafter.

2. The Associateship is awarded for research and training in the specific areas of priority identified by the Department of Biotechnology. The individual should not deviate from his/her research and training during the tenure of the Associateship from the proposed subject of research and also should not change the place of work without the prior written approval of DBT through BCIL.

3. While availing the Associateship, DBT has no objection if the Associate receives payment of salary and other service benefits like leave, medical, gratuity, PF, Pension etc., from his/her parent institution. However, no liability on any of this account will be borne by DBT.

4. The Associate will be entitled to an Associateship of US$ 3000 (US Dollars three thousand only) per month or its equivalent in foreign exchange in the country of study during the period of the Associateship. The Associateship amount will be paid on monthly basis at the end of every month, in the appropriate currency of the country of training, subject to RBI regulations. The monthly amount of Associateship payable in countries other than USA will be
equivalent of the amount of US$ 3000 calculated in the local currency on the basis of the prevailing exchange rate on the date of payment every month or INR as approved by DBT. The monthly amount will be disbursed by BCIL to the Associate on completion of each month (30 days) through his Bank Account

5. The Associate will also be entitled for an amount of Rs. 1,00,000/- as grant towards preparatory allowance for long term associateship and Rs. 50,000/- as grant towards preparatory allowance for short term associateship. This will be paid in rupees by electronic transfer to Associate before he/she proceeds to join the overseas host institution. This amount may be utilized for the visa fees, cost of medical insurance, cost of attending conferences in the host country, local transport, airport tax, extra baggage cost and purchase of books and also other contingent expenditure incurred in connection with the availing of the
Associateship.

6. The Associate will be entitled to air passage (both ways) in economy class by
Air India/Indian Airlines from the nearest airport to his/her present place of work
in India to the nearest airport to the place of the overseas host institution by the
shortest route. BCIL would arrange for tickets through its travel agent for such
journeys.

7. Every Associate shall be required to execute a service bond duly accepted on
non-judicial stamp paper in the format provided by BCIL before availing the
Associateship.

8. The Associate will devote whole time on the chosen area of research during the tenure of the Associateship and will not seek gainful employment elsewhere. He/She shall not also accept any financial assistance from any other source, supplementing the Associateship amount without the prior approval of DBT. The Associate shall not leave the station on leave or on holidays without prior intimation to the Indian Embassy/High Commission in the
host country or the DBT through BCIL, if the duration of such absence exceeds
one week.

9. The associate will submit a joining report duly forwarded by the supervisor to DBT and the Indian Embassy/High Commission in the host country immediately on joining the host laboratory/institution.

10.The long-term Associate shall submit a half yearly report to the DBT through BCIL immediately after completion of six months of the Associateship in the overseas laboratory on the progress of the research work conducted through the supervisor. Further, within one month of the completion of the Associateship, a detailed final work report as per the prescribed format shall be submitted to DBT through BCIL. Similarly, the short-term Associate shall submit to DBT through BCIL a work report in the prescribed format on their research and training activities in the overseas laboratory during the associateship period within one month of their return. A copy of this should be marked by the Associate to the Indian Embassy/High Commission in the host country.

11.Medical and insurance expenses will be met by the Associate himself/herself out of the Associateship amount and no extra grant will be provided.

12.In all the publications resulting out of the research work carried out during the period of the Associateship, the DBT should be acknowledged for the support through the award of Associateship.

13.The Associate on his/her return on completion of his/her Associateship period abroad, may be required to visit the DBT and apprise the Department about his/her research and training abroad under the Associateship. If required, he/she should give a presentation in the Department on their research conducted abroad under the Associateship Programme. For such visits, DBT would reimburse only the cost of journey as per the candidate’s entitlement in his/her institution by the shortest route from the place of the Associate’s parent
institution in India to Delhi and back.

14.The selected candidates should themselves correspond with the overseas laboratories for their placement. The details of the overseas host institutions and the subject of research/workplan should be got approved by DBT before proceeding on the Associateship.

15.The associateship can be availed within a period of one year from the date of
issue of selection letter by DBT and is not extendable.

16.The service bond may be invoked for violation of any of the terms and
conditions mentioned above. In addition, the service bond may also be invoked
in the event of any of the following :

(i) if the Associate does not return to India;
(ii) takes up a job abroad on completion of the Associateship;
(iii) if the Associate fails to complete the Associateship term;
(iv) if the Associate fails to serve his/her parent institution which is located in

North Eastern Region of India engaged in biotechnology research
activities:

a) for a minimum period of one year, if the duration of the Associateship awarded is for three months after his/her return from Associateship and;

b) for a minimum period of two years, if the duration of the Associate-ship awarded exceeds three months (i.e., 6 months/12 months) after his/her return from Associateship;

(v) Any other condition prescribed by DBT from time to time.

17.In the event of the service bond being invoked, the Associate will be liable to pay a sum equivalent to 110% (One hundred and ten percent) of the expenditure incurred by DBT on travel, Associate award money, contingency grant etc., along with compound interest of 18% on said amount compounded annually from the date of availing of grant.

18.It shall be the responsibility of the Department / Ministry or the institution (as the case may be) to which the Associate belongs, to recover the bond money from the Associate and remit the same to the BCIL.

19.In the event of any question, dispute or difference whatsoever arising between
the Associate, his/her Department/Ministry or institution as the case may be, and DBT/BCIL out of or relating to award of Biotechnology Overseas Associateship, the same shall be referred to Secretary, DBT whose decision shall be legal and binding on all concerned.
