Last few days of the year 2018 witnessed protests by Researchers on a massive scale all across India with demands of Hike in Fellowship & timely reimbursements of fellowships. Looks like this large-scale agitation by the research community has lead to some ray of hope. As per several media reports across the web, the govt has agreed to raise the research fellowship in 2019. As per TOI reports the entry Fellowship for researchers can be hiked up to Rs 40,000/- for the first time by the onset of the new year.

In an announcement made by the Human resource development minister, Prakash Javadekar, there will be a hike in fellowship soon and the hike will be comparatively more than the last time. In a tweet, the minister stated that “The payment of scholarship amount to students by @ugc_india, @AICTE_INDIA & @HRDMinistry have been streamlined & from last month i.e 1st Nov we have started crediting scholarship amount directly to student account by 30th of each month.”

As per Javadekar, upon receiving complaints regarding the delay in fellowship credit, the Govt immediately streamlined a special grant

of Rs 250 crore and since Nov 1st  fellowships are being credited directly to the student account by 30th of every month. He further added that upon combining UGC, AICTE & HRDG, per year around Rs 4000 crore worth of fellowship is given to approx 2.44 Lakh students in total, which was further doubled in 2014. He also discussed about various scholarship scheme launched by the government to uplift research.

Earlier on 21st December 2018 Researchers from various renowned universities including IIT’s, IISC, IISER, NCL, BHU, NIT, Presidency University, University of Hyderabad, Punjab University and many more were on the roads protesting for their right for a hike in fellowship. As per reports few student representatives from IISc, IIT Delhi, IIT Kanpur, JNU, Delhi University, AIIMS, and few other research institutes met Prakash Javadekar on 26th Dec 2018 and have put forth a list of requests on behalf of the entire research community. Apart from fellowship hike, the researchers are seeking Regular and timely disbursal of the stipend & periodic increment in the fellowship. A demand for Grievance Redress and Monitoring System has also been presented wherein the research scholars can communicate with the govt regarding the issues they face.

Though no direct statements were made by the minister, sources say that they are positive that the govt will approve the hike in fellowship. A special cabinet has been formed under HRDG that is currently evaluating the fellowship structure. Will the fellowship be hiked? Will the new year 2019 bring a ray of hope for the research scholars? Well, Time is the best judge. An official announcement regarding the same by the govt is eagerly awaited by the research community.

  1. Just increasing the fellowship is not a good idea. Presently the fellowship drawn by the scholars is good enough. Instead, increase the number of fellowships so that more students can avail the fellowship.
    In universities and R&D institutes many scholars are taking for granted the fellowship and they are settling down with families and there is less dedication towards the research work.

    • If the research student is settling down with family then why there is a problem.Regular progress reports are taken from the supervisor. settling down with family should not be an issue. Issue should be whether research work is dedicated or not that should be the issue. If a professor salary is more than a and half lakh of rupees then why not fellowship hike? If there is increment of salary of a professor irrespective to his/her involvement in research activity then why not there is periodic hike in fellowship. If somebody is not doing proper research work then based on his progress report he/she may be punished accordingly, but fellowship hike is necessary.

    • why the higher ones are not talking and commenting about the combined exam for the post of the professor and scientist. NET is a national exam take it as a qualifying criteria for the mains exam conduct by UPSC. Scientist and professor posts are high grade post on the basis of grade pay so why there is a exam and a definite criteria for the IAS but none for the professor and scientist. If the higher up are saying that NET can not decide the scientific quality of the individual then you must close it. Education is the basic structure of any country please make it better and competitive so that our next generation can have a excellent education.

    • How much salary do you get Dr. Shab ? Would you sponser some PhD scholar through your salary ?

    • Do you even know after how many months we get fellowship?
      Almost after 12 months we generally get our stipend
      I am still waiting for my stipend of January 2018, today is 8th January 2019.
      Before commenting on any issue, first understand the whole scenario. It is very difficult to live away from home and manage your expenses. So please understand

  2. How dare you leave a comment like present fellowship is gud enough! Do you know the average age of research scholar?? Which decade did you finish your PhD? Do you know the present salary of a sweeper or clerk in a govt institution? Do you know how much a research scholar is paid in other countries? Do you know how much we are paying for food hostel and institute fees? Try to find answer for all these and then think about commenting! Research scholars are not always a direct fresher after a PG course! We are from a diverse background even after enough work experience and finally here for a passion and that’s going to be fruitful for this country!

  4. I totally agree with Balakrushna Sahu and Alagar Suresh. Present fellowship amount is not enough for a research scholar to survive and carry out quality research.

  6. Dr. M. Y. Khan is already a doctorate and it seems he is not familiar with current circumstances in which a Ph.D. scholar is doing research. How can a person, who is not managing his expenses in the amount of INR 28,000/-, comment on the scholarship amount? I would request Dr. Khan to just draw INR 28000/- per month as his salary and donate rest to research scholars for 5 years and then comment after 5 years if that amount is good enough for his living.

  8. I agree to the point that research fellowship to be hiked , and in fact i am also a research scholar.

    But the point is , i am worried about consequences. The current research field is filled with passionate persons who irrespective of salary , took research as career.
    But hiking the fellowship too high will attract lot of ppl to research, even ppl who are not particularly interested in research but just have a mere good merit will choose to be a research scholar just because of good scholarship pay
    Hope we all know one point that a person having excellent merit doesnt mean he is an good researcher .

    In short , research is an art and current research field is filled with passionate people who took reseach as a career despite low pay , but hiking the scholarship will lead to deterioration of research scholarship.

    Before hiking , the educational and screening procedures should be framed strictly and then the fellowship should be hiked, thats what i feel!

    He ahas no right to comment on research scenario in India. He is comparing the living condition on Pakistan and India. please leave him aside.
    Its a good thing that fellowship is going to be increased and science will grow. And i would like to say one more thing that the Institute administration should also take care that their scholars get fellowship on time. many delay the fellowship thinking many unnecessary thoughts like what they gonna do after getting fellowship on time. even i have faced wrath of admininistration people. dint get fellowship for a year. though it ws there in institute account. Anyway hope all get the fellowship on time
