Programme Summary

The Department of Science & Technology (DST) and the Ministry of Science & Technology (MOST) of Taiwan, has launched a joint Call For Proposal 2022. Both agencies will be nodal agencies to implement the Programme of Cooperation between India and Taiwan, and currently inviting joint research proposals for support under the Indo-Taiwan S&T cooperation programme. This programme will extend financial support to the scientists and researchers in India to carry out various research and scientific experimentation and exchange of innovative thoughts with their Taiwanese counterpart in the defined areas (as announced) to meaningfully contributes towards the industrial developmental activities.

*This is an “Online Process” and the submitted proposals under this collaborative initiative will be evaluated by an independent expert panel and the result will be communicated to the successful applicants.

Priority areas for joint R&D projects

Projects for financial support in the following broad subject areas will be supported

  • Artificial Intelligence, IoT (Internet of Things), Big Data, Cyber Security
  • Green Energy Technology/ Renewable Energy(solar energy and bioenergy)/ Clean Energy
  • Micro/Nano-electronics, embedded systems & sensors
  • Biotechnology, Health care including functional genomics, drug development and biomedical devices, Agriculture and Food sciences

ELIGIBILITY CRITERIA? WHO IS ELIGIBLE TO APPLY

The programme is open to all Scientists, Engineers, faculty, researchers, young scientists from public-funded research institutes and academic institutions in India and Taiwan, engaged in advanced research in the above-referred areas. The participation of private industry from both is encouraged and welcome to be a partner in the project. However, private companies shall have to bring their own funding for their research work/component in the project. No funding is available to private companies from the Indian as well as Taiwanese side.

GENERAL GUIDELINES/INFORMATION

  • The project would necessarily have to be developed jointly by the scientists/ research institution on both sides, duly forwarded by the Heads of the respective institutions. The participation of private industry from both sides is encouraged and welcome to be partner in the project. However, private companies shall have to bring their own funding for their research work/component in the project. No funding is available to private companies from Indian as well as Taiwanese side.
  • The visiting party will meet the expenditure on international and domestic (inter-city) air travel. The receiving party will meet the expenditure on local hospitality for boarding, lodging and local ground transportation of the visiting scientists for a specified number of days/persons to be decided by the two parties on a case-by-case basis.
  • Normally, two visits per year from each side would be permitted. The duration of visits would be max 60 days per year for junior scientists and max of 30 days per year for Sr. Scientists. One visit is defined as a visit by a scientist/ expert to partner country.
  • Only one visit per year will be permitted for each participating scientists.
  • Only one research proposal from one researcher / applicant shall be considered at a time.
  • No requests for extension (with or without additional cost) of the project beyond 3 years duration shall be considered.
  • Institute over-head charges shall be payable to Indian grantee Institutes @5% of the non-travel expenses/ costs which may change at the sole discretion of the funding parties.

FINANCIAL SUPPORT

The financial support is available basically for the mobility of scientists/ researchers from each side. Normally 2 visits (up to 30 and 60 days each) per year from each side for a max of 3 years would be allowed. Some additional incremental funding on account of scientific manpower (JRF/SRF/RA etc); scientific minor equipment/ accessories (max of Rs. 5.0 lac); chemicals/ consumables/ accessories (up to Rs 3.0 lac per year) is also available under the scheme. However, support for capital equipment is NOT available under the scheme.

The local hospitality norms pertaining to exchange visits would be as below-

  • Indian scientists visiting Taiwan

Furnished accommodation in Hotel/ guest house plus per-diem @1000 NTD per day towards boarding and out of pocket expenses

  • Taiwanese scientist visiting India

Furnished accommodation in Hotel/ guest house (subject to maximum of Rs.4000/night) and per-diem of Rs.2500/- will be provided.

INDIAN AGENCIES WOULD SUPPORT THE FOLLOWING EXPENSES –

  • International Travel expenses/ exchange visits of the Indian Scientist/Researcher from India to Taiwan with related expenses
  • Local Hospitality and Accommodation expenses of the Taiwanese Scientist/Researcher visiting India
  • Incremental funding on account of Scientific Manpower (JRF/SRF/RA etc); Chemicals/ Consumables/Accessories; Scientific Minor Equipment (but not Capital Equipment).

LAST DATE AND SUBMISSION OF APPLICATIONS

The Joint project proposals may be submitted by the Indian partner to GITA and by the Taiwanese partners to MOST in the prescribed format.

The project proposals completed in all respect must be received by both sides latest by the 8th April 2022. Proposals submitted unilaterally shall not be considered. Advance copies, incomplete and loose proposals shall not be accepted.

TAIWANESE PROJECT PARTNER MAY SUBMIT THE ORIGINAL COPY OF THE APPLICATION TO –
