Application are welcomed for engagement of one consultant in the Biosphere Reserve
Division of the Ministry of Environment, Forest & Climate Change for a period of one year on a consolidated monthly remuneration of Rs. 60,000/- (rupees sixty thousand only). The terms of reference for engagement, education qualification, application procedure are available in the annexure to this notification.

Essential Qualification: Master Degree in Environmental Science/Life Science or equivalent from a Recognized University/Institute.

Required Experience: Experiences for a period of 5 years post qualification with
good knowledge of M.S. Office.

Remuneration: Rs. 60,000/- (Consolidated)

Terms of Reference for engagement of consultants under the Plan Scheme:

  1. Statement of Objectives: (Disciplines or the domains where engagement of consultants is required should in indicated)

Master Degree in Environmental Science/ Life Science or equivalent from recognized University/ Institutions with 5-year post qualification experiences and good knowledge of M.S. Office.

2. Outline of the task to be carried out: (Details of work required to be carried out/ specific tasks/ activities to be assigned to Consultants should be indicated)

  • To facilitate in revising the existing guidelines for protection, Development & maintenance of Biosphere prepared in 2009 and its integration with other schemes of MoEF&CC like Wetland, Biodiversity, Forest Conservation etc.
  • Processing the technical appraisal of Biosphere Reserve’s proposals received from States which are based on an annual management plan.
  • Gradually transformation of short term annual management plan to long term solution by converting it into DPR having quantifiable output and outcomes.
  • Technical Assessment & Maintenance of the past performance of Management Plan implemented from central funds.
  • Organizing the workshop and collating technical data on Biosphere Reserves of the country and provide a platform of the display to UNESCO.
  • Re-framing the Biosphere Reserve Scheme on the recommendations of NitiAayog.
  • Appraisal of ancillary and core activities to be allowed in a particular Biosphere Reserve based on the present needs of the community.
  • The mechanism for evaluation of Biosphere Reserves on performance parameters for enabling base funding and suggested the release of financial assistance.
  • Identification of DBT components in Biosphere Reserve Scheme.

3. Schedule for completion of tasks: (This should be framed in such a manner that both the time frame for the jobs as well as the deliverables are clearly identified and are amenable to periodic monitoring over the duration of assignment)

  • The appointment of the consultant would be for an initial period of one year which may be extended further from time to time depending on the need.
  • Preparation of revised guidelines for protection, Development and maintenance of Biosphere and its integration with other schemes such as Wetland, Biodiversity and Forest Conservation.
  • Technical appraisal/ evaluation of annual management plan of Biospheres Reserves received from State Governments.
  • Evaluation of proposals of the State Government for including the Biosphere Reserves in the World Network of UNESCO.
  • Re-framing the Biosphere Reserve Scheme on the recommendations of NitiAayog.
  • Appraisal of ancillary and core activities to be allowed in a particular Biosphere Reserve based on the present needs of the community.
  • The mechanism for evaluation of Biosphere Reserves on performance parameters for enabling base funding and suggested the release of financial assistance.
  • Identification of DBT components in Biosphere Reserve Scheme.
  • Any other assigned by the Division from time to time.

4. The Support of inputs to be provided by MoEFCC to facilitate the consultancy: (Officer who will provide guidance to the consultants and to whom reporting is to be done should be specified here)

The consultant will be guided by the Director of the Biosphere Division and should report to the Director (BR).

5. The Final outputs, which shall be required from the Consultant at the end of the consultancy period, should be specified.
