Teachers Without PhD / NET Cant Work From This Academic Year
Vice Chancellor – M Krishnan of Madurai Kamaraj University (MKU) in a statement said that Faculties working at colleges who do not comply with the University Grants Commission (UGC) qualification criteria would not be able to continue with their job starting this academic year (2019-20) itself.
On Thursday a circular was sent to all colleges under its affiliation by V Chinnian -the Registrar of the university saying, “It’s been advised to all the affiliated colleges that the participation of teachers who don’t have the qualifications as per UGC norms will lead to disaffiliation of their courses. It’s known from the letters received from the colleges that these educators are still on the roster that’s against the UGC norms as well as the orders of the High Court in the WP.No.2652 of 2-14 dated 11.08.2014.”
“Hence, it’s informed that if colleges continue the courses with teachers who don’t have qualifications as per UGC norms they will be held responsible for the lawful action by notifying the same prior to the HC in the contempt petition.”
Krishnan told Express that it had been MKU’s duty to oblige by the HC order and the”university must ensure that all the affiliated colleges follow the court’s order. Regarding this, MKU has already sent many such circulars to the affiliated colleges. On Thursday contempt request on this case will probably be heard by the court. Before that MKU must obey the order of the court.”
Krishnan also added that at present 10 percent of the teaching staff at MKU affiliated colleges did not have qualification as per the UGC norms. As per the court order, they’ll be terminated.
This strict move follows the contempt proceedings being heard in the Madras High Court over non-compliance of its 2014 order in a petition filed by one M. Anandakrishnan, in which the court directed the MKU, Manonmaniam Sundaranar University & the University of Madras to guarantee adherence to UGC standards.
Numerous colleges which run in self-financing mode defied the UGC norms in terms of teacher qualification and remuneration paid to the teaching staff.
Any colleges hiring for teaching post must ensure that the person’s qualification matches the UGC educational requirement & regulations – either a Ph.D. degree or National Eligibility Test (NET) or State-level Eligibility Test (SET) qualification is required. Teachers Without PhD / NET qualification shall not be appointed.
