- Goal of BRICS Coordinated Call: The BRICS STI Framework Programme aims to support outstanding research on priority areas which can be addressed with a multinational strategy. The initiative must facilitate collaboration among the institutions and researchers in the consortia that consist of partners from at least three of those BRICS countries.
2. Funding Agencies: Following research funding organizations from the BRICS nations have agreed to support BRICS 2019 Call:

3. The aim of this Joint Call and Thematic areas:
India will support collaborative multilateral fundamental, applied and innovative research projects in the next eleven thematic areas:
Major Area of the Call:
1. Prevention and monitoring of natural disasters
2. Water resources and pollution treatment
3. Geospatial technology and its applications
4. New and renewable energy, and energy efficiency
5. Astronomy
6. Information technologies and high-performance computing
7. Ocean and polar science and technology
8. Biotechnology and biomedicine including human health and neuroscience
9. Material science including nanotechnology
10. Photonics
11. Aeronautics
4. Eligibility:
Eligible Indian Partners: Eligible Indian partners can be legal, scientific research entities from public/private funded academic institutions, national R&D labs, R&D entities having recognition as a Scientific and Industrial Research Organisation (SIRO) by the Department of Scientific and Industrial Research under the Scheme on Recognition of Scientific and Industrial Research Organisations (SIROs), 1988. The scientific R&D performing Indian industry may participate willingly in this call with participating Indian industry must invest its own resources.
Consortium: A joint project will comprise of a minimum of one PI from each of the participating countries, and also a project coordinator or the leading PI acting as the project coordinator. Project consortia should consist of partners from at least three BRICS countries.
All candidates need to fulfil their various national eligibility rules for research grant applications (please refer to the National Guidelines/Annex document and consult with national research funding organization participating in the call).
5. Funding Support by DST:
Maximum Indian supports for each Project: up to Indian Rupees Rs. 50 lakhs approx. For 3 years’ duration.
6. General guidelines for building BRICS multilateral projects-BRICS call 2019:
- The candidates can clearly define project goals that may be achieved within 3 years.
- The candidates will need to provide a brief account of on-going bilateral/multilateral projects with the BRICS Member States and also BRICS nations at large if any. This is needed to ascertain the essentiality/redundancy of all India-BRICS nations and the genuine need for applying for grants under the current coordinated Call for BRICS.
- The proposals should clearly bring out innovation and novelty element vis-à-vis global technological and scientific benchmarks.
- The proposal must elaborate linkages proposed to be developed amongst different project consortium partners for optimization of time and achievement of deliverables.
- The project management, milestones, quantitative parameters for monitoring and internal monitoring systems/ procedures will need to be spelt out
- The proposition must bring out industrial partner’s commitment to taking forward a successful solution for wider applications.
- The proposal must clearly demonstrate the balanced participation of BRICS partners together with properly integrated research activities and complementary roles.
- The IPR sharing is going to be governed by national domestic laws and under the framework of BRICS STI MoU and/or India bilateral S&T Agreement together with BRICS Countries as applicable. The Indian PI and other BRICS partner are going to need to submit an IPR sharing agreement, technical annexe document and Coordination Agreement, an instance, the proposal has been finally selected for funding support.
7. Process for submission of Joint Project Proposals:
There are two levels of online submission systems to submit the joint R&D proposal.
- Online Submission of Joint Application Form by one of the Project Coordinator to centralized Call Secretariat link https://ams.rfbr.ru/BRICS. (Closing date April 25th, 2019)
- Online submission of application by primary PI within their country for their financing agency from the prescribed Format in the link www.onlinedst.gov.in. In the event of India, a nationwide component of the application proposal to (Department of Science & Technology (Final date April 29th, 2019)
7.1 Submission of Joint Application Forms (JAF) by Project Coordinator
A Joint Application Form (JAF) has to be submitted with one of the Project Coordinator to centralized Call Secretariat RFBR (Russia) via the online entry. To submit a Joint Application Form an online-submission form Ought to Be completed through the BRICS STI Framework Programme Application Management System (AMS) in https://ams.rfbr.ru/BRICS. The project coordinator must register in AMS, log in and create a proposal for the BRICS Call 2019. Project coordinator should fill in all of the necessary fields, attach completed JAF to the online submission form and submit an application. The online submission form fields are identical to the information provided in JAF, nevertheless, the finished JAF as an attachment to the online form has to be provided (ought to be uploaded at the respecting section of the online submission form). Applications submitted to the Call Secretariat by any method aside from through online submission form at https://ams.rfbr.ru/BRICS, like email, fax or telex is going to be rejected.
7.2 Submission of Online Application to DST:
Indian Principal Investigator must submit the project proposal online through DST’s Electronic Project Management System (e-PMS) on portal www.onlinedst.gov.in the specified format along long necessary documents in Word and pdf file format. That can be an additional requirement in each participating countries. Please make sure your partners have submitted the national document in their country.
INSTRUCTIONS FOR FILLING ONLINE APPLICATION
i. Log on onlinedst.gov.in to access the homepage of the”DST e-PMS Portal”, register, log in and submit the BRICS project proposal in prescribed Format.
ii. Before filling up the form candidates are advised to thoroughly go through the appropriate Ad published in the DST Site (www.dst.gov.in) and available under Proposal Formats from the e-PMS Portal after logging into the portal website.
iii. To save your time and prevent data loss, please download the right proposal format and then fill all of the information required according to the format for a Word and PDF file and keep it ready for upload during submission of documents that are mandatory.
iv. Click on”Submit proposals” link that would take you to a webpage seeking multiple info beginning with — General information, Principal investigator etc.. Please be aware for BRICS Program that you don’t have to fill — Suggested referees and Current Ongoing Project. Fill all of the compulsory information sought against every menu except (Suggested referees and Current Ongoing Project).
v. After completing all above particulars there’s provision for preview your detail prior to final submission of application form on clicking “Preview” button. The preview page will display all facts/particulars which you’ve mentioned on entry time if you’re sure with filled details then click “Submit” button to eventually push data into the server.
vi. Candidates are advised to thoroughly fill and verify the details filled in the online application themselves since no change will be possible/ entertained after clicking the FINAL SUBMIT BUTTON.
8. LAST DATE FOR RECEIPT OF APPLICATIONS:
Online Application has to be submitted by 29th April 2019 and the web-link will be AUTOMATICALLY disabled FOR ANY USAGE.
Attention: Final Date for Joint Application Form (JAF) is 25th April 2019.
The last date for submitting this HARD COPY of this PRINT VERSION of this online submitted form is 10th May 2019. The hard copy of the print version needs to reach the following address on or before 10th May 2019.

iii. INCOMPLETE OR WRONGLY FILLED UP APPLICATION FORMAT OR APPLICATION WITH LACK OF ESSENTIAL DOCUMENTS WILL BE SUMMARILY REJECTED. ANY LEGAL PROCEEDINGS IN RESPECT TO ANY MATTER OF CLAIM OR DISPUTE ARISING OUT OF THIS ADVERTISEMENT AND / OR APPLICATION CAN BE LODGED ONLY IN DELHI COURTS/ TRIBUNALS/ FORUMS AND DELHI COURTS / TRIBUNAL/ FORUMS ONLY SHALL HAVE THE SOLE AND EXCLUSIVE JURISDICTION TO TRY ANY CASE / DISPUTE.
iv. PROPOSAL SUBMITTED THROUGH E-MAIL Won’t BE ENTERTAINED. SUBMISSION OF PROPOSAL Apart from THE PRESCRIBED FORMAT SHALL SUMMARILY BE REJECTED WITHOUT ANY FURTHER PROCESSING AS PER PROGRAM NORMS.

E) Complete Proposal (1pdf file and 1Doc file) as indicated in the online portal (Max Size 5 MB)
