Indo-Belarus Joint Research Programme
CLOSING DATE – 31st August 2018 

 

The Department of Science & Technology (DST), Govt. Of India and the State Committee of Scientific Research of Belarus invites joint R&D project proposals from scientists & technologists from India and Belarus:

The DST and the State Committee (hereinafter known as the”Implementing Agencies”) hereby invite Indian and Belarusian scientists/researchers to submit proposals for Joint Research Projects in following regions:

  • Energy;
  • Information and Communications Technologies;
  • Biotechnology, Medicine and Pharmacy;
  • Agrotechnology and Food Security;
  • Clean Technology for Environment;
  • Materials Sciences & Metallurgy.
[A] APPLICATIONS

(1) An Application May –

a) be for a Joint Research Project.
b ) be made concurrently by a counterpart Team in every nation as hereinafter provided.
c ) be produced by the Leader of a group of scientists in each nation (Team

Leader), into the various Implementing Agency of the nation, concurrently. Both Applications shall be indistinguishable. Since all projects are joint projects, it’s anticipated that consultations could have been held involving applicable counterpart Institutions in another country before the submission of an Application.
d) be in English and will be in the Form prescribed by the relevant Implementing Agency. e) be asked to be submitted by the dates set out below.

(2) Applications need to be submitted as follows –

The Indian researchers can download the proposal formats from sites www.dst.gov.in / www.onlinedst.gov.in and should submit completed application form and all appropriate data by 31st August 2018. Proposals have to be submitted to DST via the e-application system provided at www.onlinedst.gov.in. Indian Applicants also asked to send three hard copies (1 original + two copies) into DST from 6th September 2018 through appropriate channel. It needs to be guaranteed that application using identical title was filed by his or her Belarusian by due date.

(3) An Application shall be rejected if —

(a) the Applications needed to be submitted through the online portal site and also the hard copies thereof aren’t obtained by the various Implementing Agency from the dates set out in paragraph 2 above;
(b) that it isn’t in the format prescribed by the relevant Implementing Agency on either side; or
(c) it is faulty and doesn’t include the data needed to be filed concerning the prescribed Type to allow an assessment to be conducted.

Please be aware that on the Indian side candidate currently executing two projects financed by the International Division of DST isn’t qualified to submit the project against this particular call.

(B) JOINT RESEARCH PROJECTS

(1) Requirements of Research Projects

a) Research Projects must be performed together by research teams in both nations.
b) Each country needs to have a team with a Team leader. The Team Leader must be one that holds a fulltime standing at a University or Research Institution at the respective nation.
c) The length of each project should be two years initially. After the conclusion of the time, an application for further one year might be considered on the merit of this advancement. (Scientists are advised to submit just 1 project against this Call.)

(2) Financial service available

The financing will pay for these expenses in connection with a project up to a limit agreed upon by every Implementing Agency –

(a) Research expenditures/contingency: Restricted Expenditure by the project team in their nation in regard of consumables could be contemplated and will be borne by the various nation, if particulars of thing suggested and suitable justification are granted. .
(b) Exchange of visits for research projects: In case a research project provides for the exchange of visits by scientists, experts or students –
(i) The expense of global air travel (up to airport closest to project place ) and overseas medical insurance for a visiting scientist/expert/student will be borne by the sending Implementing Agency.
(ii) The price of furnished accommodation, transportation and per diem in a mutually agreed rate will be given from the Receiving Implementing Agency, for the approved duration of this trip.

[C] ASSESSMENT OF APPLICATIONS

(1) The following process will be followed in analyzing legitimate Applications –

(a) All valid applications will be submitted for peer evaluation procedure and will be referred to an Independent Advisory Panel afterwards for evaluation concerning the criteria set out in paragraph (e) below.
(b) Applications that achieve a favorable evaluation will be eligible to be considered for financing.
(c) A Joint Committee comprising representatives of the Implementing Agencies (the”Joint Committee”) will, upon a thought of this evaluation, decide which proposals will receive funding. This type of choice will also take into consideration the funding available.
(d) Decisions made by the Joint Committee shall be final.
(e) The standards which will be taken under consideration for evaluation are the following

(i) conformity of their project aims with national policy
(ii) condition of scientific research capability
(iii) justification for collaboration
(iv) novelty of scientific study and technology
(v) advantages of job such as: (a) industrial advancement (b) technology capacity building (c) science and technology human resources development (d) potential commercialization of research outcomes
(vi) intellectual property: ownership and usage
(vii) budget asked
(viii) endorsement and support from host Institutions
(ix) feasibility of project; and
(x) profile of Primary Investigators

(2) Where an Application is chosen for funding assistance, the various Implementing Agencies will notify the Team Leader of this project, consequently.
