for getting admission in singapore university, you should have either GATE above 98% percentaile or Good GRE score and TOFEL/IELTS is also required.
National university of singapore is very good university.

for eg, if u wanna do Ph.D in Birkbeck university - fees would be 3462£ (for home or EU students) per annum and 10,576£ (fr overseas students). apart from this, cost of living in UK is a bit high. it may cost u around 500 to 750£ per month (including food n shelter).Requirement - u should minimum have upper second class UK honours degree or equivalent degree from other nation. TOEFL is must. I can provide u many details if u r really interested in doing Ph.D in UK and financially sound.
